Hello..why don't women like giving oral or better yet receive it?

This has puzzled and baffled me and now Rosie. This was the topic today. And how did this come about?

A guy Rosie slept with and who dumped her, instant messages her. He wanted to discuss about sex with his gf. Seems that she promises him oral but hasn't done the deed yet.
